#4: Man faces rape charges of 16-year-old at Shippensburg University dorm

A 22-year-old South African man is charged with raping a 16-year-old girl who was visiting Shippensburg Universit.


Fanus Izak Coetzee, who gave police an address in Hummelstown, was arrested shortly after 5 a.m. as he ran from the Naugle Hall dormitory on the SU campus. Coetzee is in Cumberland County Prison on $150,000 bail, charged with rape of an unconscious victim, sexual assault and aggravated indecent assault without consent.

Police were dispatched to the fourth floor of the dorm on a report of a rape. The suspect was described as a white man wearing a dark-colored tie dye shirt.

Police spotted Coetzee running from the scene as they approached.

According to the criminal complaint, the girl told police she was one of several people - including Coetzee - who traveled to Shippensburg together from Dauphin County to go "party hopping," ending up at the Naugle Hall room, where she became ill from alcohol consumption and lay down on the floor.

She said she was vaguely aware of Coetzee's sexual advances and that she resisted until she became semi-conscious. She told police she realized she was raped only after regaining consciousness.

At that time she began crying, and the residents of the Naugle Hall - who police said gave Coetzee a condom earlier and were present in the room during the rape - began to argue with the man and called police.

Coetzee told police that the girl was somewhat cooperative during their sexual encounter and offered no resistance. He also said one of the Naugle Hall roommates threatened him with a knife during the argument.

Charges were not filed until after a preliminary investigation of the case by Assistant Cumberland County District Attorney Jon Birbeck. Coetzee was arraigned Monday. In addition to $150,000 bail, Coetzee is required to relinquish an expired South African passport if he posts bail.
No date is set for a preliminary hearing.
